Effective Date Change for the Exclusion of Veterans Education Benefits as EFA
On July 2, 2009, ED posted an announcement regarding the treatment of federal veterans education benefits. Originally, the Higher Education Opportunity Act (HEOA) indicated that, effective July 1, 2010 (for the 2010-2011 award year), federal veterans education benefits should not be treated as estimated financial assistance (EFA) for the purposes of calculating Title IV aid. On July 1, 2009, the President signed technical corrections bill H.R. 1777, making the new treatment of federal veterans education benefits effective as of July 1, 2009 (for the 2009-2010 award year).
In the announcement, ED advises schools to review award packages for the 2009-2010 award year for students receiving federal veterans education benefits to determine whether changes to any of the award packages are necessary. The review may result in an increase in a student's FFELP eligibility.
