Higher Education Opportunity Act (HEOA) Resources Added to Legislation Page
As discussed in the August 15 Legislative Update, the Higher Education Opportunity Act (Public Law 110-315) (HEOA) was signed by the President on August 14, 2008.
The bill, which is generous in length, contains provisions that are either effective upon the date of enactment (defined as the date the President signs the bill), self-implementing or require additional regulatory guidance to implement. The Department of Education (ED) has announced plans to issue a Dear Colleague Letter, which will provide a summary and policy guidance for HEOA provisions. ED also announced public hearing dates as the first step in the negotiated rulemaking process.
OGSLP staff continue to work with industry groups to analyze provisions of the bill. Additional guidance will be provided for school and lender customers as soon as possible.
